SACRAMENTO, CA — Assemblymember David Alvarez announced today that Assembly Bill 35, the Proposition 4 Implementation Acceleration Act, authored by Assemblymember David Alvarez, cleared the Assembly with strong bipartisan support. In November 2024, California voters approved Proposition 4, authorizing $10 billion for wildfire resilience, safe drinking water, drought response, parks, and climate adaptation, including $46 million to address cross-border river pollution.
“Californians voted overwhelmingly for Proposition 4 because they want investments to happen now,” said Assemblymember Alvarez. “AB 35 honors voter intent by getting resources out the door faster while maintaining accountability and oversight. Any delays will have real and ongoing consequences. Cross-border sewage flowing through the Tijuana River Valley have forced beach closures in South Bay since 2021, impacted the air my residents breathe, and exposed families to persistent public health risks.
The bill counts 33 bipartisan co-authors and backing from more than 100 organizations statewide, reflecting broad consensus on the need to move climate, water, and wildfire investments. AB 35 removes unnecessary administrative delays by exempting Proposition 4 program guidelines from the Administrative Procedures Act (APA), allowing state agencies to deploy funds without months-long regulatory bottlenecks. The bill is sponsored by the County of San Diego.
Supporters of AB 35 include environmental organizations, water agencies, local governments, labor, business groups, and community advocates, all aligned around the need to accelerate projects that protect public health, safety, and economic stability.
With Assembly approval secured, AB 35 now moves to the Senate for further consideration.
